Configure the exchange with the tax authority via the ‘BAPI’ communication profile

You configure the exchange with the tax authority using 'BAPI'.

Note:

BAPI is going to be phased out by the tax authority. For the wage declaration (and the annual wage statement and 'eerstedagsmelding') you should switch to 'Digipoort' before 1 March 2017. If you are using AFAS Online, you can switch to the free AFAS 'Digipoort' Service.

There are various ways of exchanging messages with the tax authority; most organisations use 'BAPI' (Tax authority Advanced Programme Integration).

Using ‘BAPI’, you sign your declarations electronically using a certificate (‘BAPI-PKI’).

The method of signing declarations with a pin code has been cancelled as of 31 December 2013. You can still use this method until 1 February 2014 for your VAT/ICP declarations for 2013. This method is only allowed if you submit the VAT/ICP declaration from one administration.

Other methods for exchanging information with the tax authority

In the situations below you use a method different from the ‘BAPI’ method for exchanging messages with the tax authority or for submitting a declaration:

  • Manual VAT declaration

    You complete your VAT declaration manually on the tax authority’s website.

  • DigiPoort

    You exchange ‘IB’ and 'VpB’ declarations via Digipoort or an external portal.

  • Wage declaration via FOS

    If your wage declaration is usually greater than 2 MB or if the wage declaration usually contains more than 5,000 employees, you must send the declaration via FOS. For employers for whom you do not send declarations via FOS, continue to use BAPI.

    The 2 MB limit does not apply to the XML file, but to the size of the e-mail message after applying the ‘BAPI’ operations for signing, compressing, encoding and sending (BASE64 encoding). Depending on the compression factor, which is different for each message, a 15 MB XML file usually can be delivered without exceeding the 2 MB limit.

Multiple communication environments

Most organisations need only one communication environment. If you want to use multiple communication environments, you require a mailbox for each communication environment.

Restore a backup

When you restore a backup of a communication environment under a different name, the new environment can be automatically set as the communication environment instead of the old communication environment. You need to authorise this before the backup is restored.

Preparation
  • Conversion from ‘BAPI’ to Profit 2014

    If you were using the ‘BAPI’ exchange in Profit 2011, then you will first have to complete the conversion in Profit 2014.

Procedure
  • Configure the ‘BAPI-PKI’ communication profile

    In most cases it is recommended that you use ‘BAPI’ PKI for exchanging information. You configure your communication environment and sub-environments correctly.

  • Renew the ‘BAPI-PKI’ certificate

    You can extend a ‘BAPI’ PKI certificate by submitting a new request in which you specify your ‘BAPI’ dossier number. You link the new certificate to your mailbox with the tax authority.

  • Export the 'BAPI' certificate

    You can export a 'BAPI' certificate that has been imported into Profit. After this, you can import the certificate into another application.

  • Manage PKI certificates

    The communication profile for communicating with the tax authority contains all PKI certificates that you have imported into Profit.

  • Configure the ‘BAPI-PIN’ communication profile

    You can use the ‘BAPI’ PIN method if you submit the VAT or ICP declarations from a single environment or when you submit a wage declaration.
